The Minister for Communication, Digital Technology and Innovations, Samuel Nartey George (MP), has inaugurated a new governing board for the National Communications Authority (NCA), with a charge to accelerate Ghana’s digital transformation and reclaim the country’s leadership position in Africa’s telecommunications landscape.

The swearing-in ceremony, held at the Ministry in Accra, marked the formal constitution of the final board under the new administration, nine months into government. Mrs. Mavis Araba Ampaa was introduced as the first female Chairperson of the Authority, leading a nine-member team of professionals from technology, academia, and public governance.

Administering the Oath of Office and Oath of Secrecy, Nartey George congratulated the board and urged them to “hit the ground running,” noting that their tenure begins at a crucial moment for Ghana’s digital transition.

“We are finalizing a new Electronic Communications Act that will redefine Ghana’s digital landscape. You are coming in at a crucial moment to help us complete that transition and position Ghana for 5G deployment and readiness for 5G adoption,” he said.

The Minister expressed concern about Ghana’s delayed rollout of 5G technology, pointing out that while the country once led Africa in 3G and 4G deployment, it now risks falling behind. He charged the board to focus on spectrum efficiency, quality of service, and user experience.

“We’ve tackled data pricing and affordability, the next challenge is quality of experience. Citizens must feel the impact of our policies through faster, more reliable internet. That’s the legacy I want us to deliver,” he noted.

Nartey George also reminded the board to maintain a clear boundary between policy oversight and daily administration, stressing that operational management rests with the Director-General and his deputies.

He noted that the inauguration forms part of the Ministry’s broader digital economy agenda, which includes improving connectivity, promoting digital literacy, and expanding broadband access nationwide.

Looking ahead, he revealed that 2026 will mark the NCA’s 30th anniversary, which will be celebrated with major international events, including an African Telecommunications Union (ATU) and International Telecommunication Union (ITU) conference, positioning Ghana as a hub for digital policy and regulatory innovation.

Reaffirming his confidence in the new board, the Minister described it as “diverse, competent, and forward-looking,” and pledged the Ministry’s continuous support.

“Our work directly impacts the lives of Ghanaians, from the data they use to the calls they make. Let’s make this sector one of the shining examples of the Mahama administration,” Nartey George concluded.

In her acceptance remarks, Mrs. Mavis Araba Ampaa thanked the President and the Minister for the confidence reposed in her and the board.

“This board represents a blend of experience, technical expertise, and public service commitment. We will work closely with the Ministry and management to strengthen regulatory oversight, enhance service delivery, and ensure that Ghana’s communications infrastructure meets global standards,” she said.

She added that the new board will prioritize spectrum management, consumer protection, and the industry’s transition toward 5G and emerging technologies, as part of efforts to modernize Ghana’s telecom ecosystem.
