In a decisive step toward revitalising Ghana’s energy sector, the Minister for Energy and Green Transition, John Abdulai Jinapor, on behalf of President John Dramani Mahama, has officially inaugurated a new Board of Directors for the Tema Oil Refinery (TOR).

The ceremony marks a pivotal moment for the refinery, long regarded as a cornerstone of the country’s energy infrastructure, yet weighed down by years of operational and financial difficulties.

Addressing the newly sworn-in board during the ceremony, Jinapor underscored the critical importance of TOR in ensuring national energy security and self-sufficiency. He tasked the board to act with urgency and precision to restore the refinery to full operational status.

“Your foremost duty is to get TOR back on stream,” the Minister said. “You must implement bold and strategic actions to return the refinery to profitability. TOR is not just another company; it is a vital national asset.”

The newly appointed Board Chairman, Nayon Bilijo, expressed appreciation to the President for the confidence reposed in the team. Speaking on behalf of his colleagues, he assured government of the board’s readiness to rise to the task and revive TOR in line with national policy directives.

“We are honoured by this appointment and understand the enormity of the task ahead. We will work with urgency and dedication to revive TOR and make it a viable and efficient institution once more,” he stated.

The board is expected to, in the coming weeks, develop and submit a comprehensive roadmap to address TOR’s operational challenges and set out a sustainable pathway for the refinery’s future.

Composition of the new TOR board:

  • Hon. Nayon Bilijo – Chairperson
  • Edmond Biribia Kombat, Esq. – Ag. Managing Director
  • Mr. Thomas Martey Laari – Member
  • Mr. Robert Kempes Ofosuhene – Member
  • Hon. Dr. Sebastian N. Sandaare – Member
  • Mr. Mugabe Saifu Maase – Member
  • Hon. Mohammed Issah Bataglia – Member
  • Osabarima Kyei Osafo Kantanka – Member
  • Mr. Ben Nunoo Mensah – Member

The inauguration of the board signals government’s renewed commitment to repositioning TOR as a reliable and strategic player in Ghana’s energy supply chain, especially in light of the country’s broader green transition goals.
