Deputy Minister for Energy and Green Transitions, Richard Gyan-Mensah, has called for strengthened collaboration between Ghana and in clean energy technologies, low-carbon fuels, and sustainable .

Speaking at the Canada-Ghana Chamber of Commerce CEO’s Connect Breakfast Meeting in Calgary, Gyan-Mensah highlighted Ghana’s ambitious energy transition goals, anchored by a $550 billion Energy Transition and Investment Plan. The plan outlines Ghana’s roadmap to achieve net-zero emissions by 2070 through a balanced energy mix of renewables, natural gas, biofuels, and cutting-edge solutions like green hydrogen and carbon capture.

“This forum is more than a platform for dialogue is a launchpad for action, Ghana is committed to building a resilient, low-carbon energy , and we believe Canada is a natural partner in this transformation.” the Deputy Minister declared.

The Energy Transition and Investment Plan aims to scale renewable energy penetration to 20% by 2070 while fostering electric mobility and clean cooking technologies. It also strategically leverages hydrocarbon revenues to fund infrastructure and human , ensuring a just and inclusive energy shift.

Gyan-Mensah emphasized that Ghana’s approach pragmatically balances ongoing oil and gas development with long-term decarbonization, a model designed to maintain energy and economic growth.

He praised Canada’s Clean Regulations (CFR) as a gold standard, citing its potential to cut 26 million of emissions by 2030.

 “We are closely studying Canada’s CFR, it proves that economic growth and decarbonization can go hand in hand.”  he said.

Ghana to Launch Local Carbon Fuel Market Scheme

The Deputy Minister announced Ghana’s intent to introduce a Local Carbon Fuel Market Scheme to support the nation’s clean fuel ambitions. The initiative will incentivize the use of low-carbon fuels, mandate biofuel blending, and establish a domestic credit market for fuel carbon intensity reductions.

“This is not just about emissions it’s about innovation, investment, and inclusive growth. We want Canadian firms to see Ghana as both a partner and a gateway to the West African energy market.” Gyan-Mensah noted.

Four Strategic Pillars for Canada-Ghana Energy Partnership

The Deputy Minister outlined four key areas for Canada-Ghana cooperation:

Low-Carbon Fuel Development- Partnering on biofuels, ethanol, and hydrogen.

Technology Transfer & Innovation- Joint ventures in fuel tracking, emissions tech, and blending .

Capacity Building & Policy Dialogue- Launch of a Canada-Ghana Clean Fuel Technical Exchange program.

Green Finance & Investment- Mobilizing Canadian capital for ESG-aligned clean energy across Ghana and the ECOWAS region.

Positioning Ghana as a regional clean energy hub, Gyan-Mensah urged Canadian investors to take advantage of Ghana’s policy stability, clear regulatory frameworks, and robust public-private partnership models.

“Policy stability, regulatory clarity, and robust public-private partnership frameworks are at the core of Ghana’s investment climate,” he affirmed.

With the backing of its comprehensive energy roadmap and growing international partnerships, Ghana is asserting itself as a rising leader in Africa’s clean energy revolution welcoming investors, innovators, and allies like Canada to join in powering a sustainable future.
