Full text: Deloitte and Touche audit finding on National Cathedral

Upon assuming office, President John Dramani Mahama’s government engaged Deloitte and Touche to conduct an independent audit of the financial activities related to the National Cathedral project.

The audit, which covered the period from December 31, 2021, to December 31, 2023, has since been completed, and the findings have been submitted to the government.

According to the report, the National Cathedral Secretariat was plagued by significant financial irregularities, including procurement breaches, unsupported expenditures, and weak governance structures.

The audit highlights a persistent disregard for due process, citing unexplained payments, discrepancies in contract values, and inadequate internal controls—collectively indicating mismanagement at the highest levels.

In a major revision of previously disclosed figures, the government now reports that the state’s total financial commitment to the stalled project has reached $97 million.

This includes an outstanding $39 million owed to the contractor, even though construction has been halted for years.

Due to the flawed nature of the contract, costs continue to accrue daily, compounding the financial strain on the public purse.
