The Tree Crops Development Authority (TCDA) has issued a directive requiring all actors in Ghana’s palm oil import trade to register with the Authority, in a bid to tighten oversight and reduce the influx of substandard products.

The new measure forms part of efforts to formalise the oil palm sector, which has operated with minimal regulatory control despite its importance to Ghana’s agricultural diversification strategy.

“All actors involved in importing palm oil products must register,” said Dr. Andy Osei Okrah, Chief Executive Officer of the TCDA. 

He warned that failure to comply could attract sanctions under the TCDA Act 1010, which established the Authority in 2019.

The TCDA regulates six key tree crops: rubber, cashew, shea, mango, coconut, and oil palm. 

The registration requirement, he explained, is aimed at improving traceability within the palm oil value chain, ensuring product quality, and supporting the competitiveness of local processors.

According to TCDA, many palm oil products enter the Ghanaian market without adequate scrutiny, undermining domestic producers and posing potential risks to consumer safety.

To promote transparency, the Authority plans to publish a list of registered importers and stakeholders in the value chain. 

This initiative will help buyers and regulators identify compliant businesses and limit the risk of illicit trade.

Industry players have been urged to begin the registration process promptly. The TCDA has made registration accessible through its East Legon office and via its listed contact channels.

The palm oil industry plays a critical role in Ghana’s economic transformation and rural job creation. However, recent concerns over unregulated imports have sparked calls for stronger policy enforcement to safeguard local investments and ensure sustainability.

By tightening controls, the TCDA aims to support domestic value addition, enhance product standards, and contribute to national food security goals.
